Rachel Ann "Shug" Belcher passed away peacefully on July 17, 2026, in Suffolk, Virginia, at the age of 88. Born on December 29, 1937, in Windsor, Virginia, she lived a life characterized by dedication to her family and community.
Rachel was a devoted bus aide for the City of Suffolk Public Schools, where her kindness and patience touched the lives of many children over the years. Her commitment to her work was a testament to her caring nature and desire to serve others.
Rachel attended Hunterdale Baptist Church. Her faith was a guiding light throughout her life and provided her with strength and comfort.
She was preceded in death by her loving parents, Rufus P. and Belva R. Powell; her husband of 44 years, Edward Franklin Belcher; and her daughter-in-law, Donna Kay Belcher. Her memory will be cherished by her surviving family: her son, Eddie Henry Belcher; her grandchildren, Edward Lee Belcher and his wife Amber, and Alexis Belcher Skinner and her husband Devin; and her great-grandchildren, Bryce, Briana, Stormy, and June. She is also survived by her dear sister, Katie Howard.
Services to honor Rachel's life will be held on Friday, July 24, 2026, at 11 a.m. at Parr Funeral Home & Crematory, with Pastor Howard L. Vinson officiating. Following the funeral service, she will be laid to rest at Colosse Baptist Church Cemetery. Friends are invited to join the family for a time of visitation on Thursday night from 7-8 p.m. at the funeral home.
