James Samuel "Sammy" Carter, age 77, died October 11, 2006 in Suffolk,VA. He was a native of Gates County, NC and retired as a Chief for the Suffolk Fire Department. He was a member of Oxford United Methodist Church.
From 1994-1998 Sammy served on Suffolk's City Council; he was also a member of the Suffolk Elks Lodge #685 and the Police Association of Virginia and a U. S. Navy veteran.

He was the son of the late Mary Turner Carter and William Mills Carter. Sammy was also predeceased by his wife Evelyn Putnam Carter.

He was survived by daughters and sons-in-law: Sandra C. Matthews (Gary) of Warfield, VA, Susan C. Spruill (Mike) of Edwardsville, IL, and Sherry C. Makar (Tony) of Glenview, IL.; 6 Grandchildren; and a special friend, Jack Ellison.

A Graveside Service will be held on Saturday, October 14, 2006 at 2:00 p.m. at Holly Lawn Cemetery, with Fireman Honors. Chaplain Pete Bowman will be officiating. Friends may join the family Friday night at Parr Funeral Home from 7-8 p.m. Contributions may be made to a charity of one's choice.
