Franklin Raymond Whitley, 73, passed away April 27, 2020. He was born in Norfolk, VA the son of the late Percy Everette Whitley, Sr. and Marie Rider Whitley. He was predeceased by his half-brother, Terry Rider. Franklin was a United States Navy veteran. He later went on to work as a welder at Colonas Shipyard.

Franklin is survived by his daughter, Yvonne Marie Whitley; grandchildren, Christy Marie Mathena, Rachel Lynn Newman (Steven), Joseph David Bostwick (Rachel); great grandchildren, Dalton, Lucian, Vincent, Lyndsey, and Joey; sister, Jacquline Marie Lassiter (Rick); half-sister, Connie Norton (Bob); brother, Percy Everette Whitley, Jr. (Diane).
