On March 8, 2024, Cindy went on peacefully from this Earth, to her heavenly home, to be with Jesus. She was born in Fort Jackson, South Carolina.

Cindy lived a life full of testimony and in service to the Lord. She lived and loved with compassion, faithfulness, and always witnessing to others. Without hesitation, Cindy could tell of her adventures of growing up as a military child, working diligently as a nurse, and sharing her testimony every chance she got. She never missed an opportunity to say beautiful things about her children and grandchildren, and how proud she was of all of them. She and her husband, John, lived blissfully for 44 years. She is also survived by her children, Holly Brown (Josh) and John "Patrick" Payne (Melissa); grandchildren, Haylie Brown, Eleanor Payne, and Duncan Payne; siblings, Mary Freitas (Smokey), Ruby Hoover (Larry), Bobby Carter (Doris), Rosie Williams (J.T.), Becky Welsh (Bob), and Gloria Carter.

Cindy's funeral service will be 3:00p, Saturday, March 16, 2024 at First Church of Portsmouth, VA with Pastor Donna Linville officiating. Visitation will be one hour prior to the service at the church. Burial is private.
