Carl Clayton McGinley Jr, 73, passed away on November 26, 2023. He was born in Portsmouth, VA and was raised by his late parents, Phyllis and Willie Elliott. He is also predeceased by his father, Carl Clayton McGinley, Sr. and step sister, Judith Edwards. He worked 37 years as a foreman for Norfolk Southern Railway.

He is also a life member of Suffolk Moose Lodge #141, and also a member of Moose Legion #199 and Portsmouth Moose Lodge #898 where he served two terms as president and current past president, received his Fellow degree, volunteered in the kitchen, social quarters and volunteered every year for the food trailer at peanut fest. Carl loved working outside, dancing, spending time with family and playing the gaming machines. He loved animals and volunteered at the hospital driving the golf cart for many years.

Carl is survived by his loving wife of 35 years, Patricia Kaye Witt McGinley; daughter, Teresa Davis (John); son, Eric McGinley; grandchildren, Isabella, Ethan, and Gracelynn; sister, Carlye McGinley (Dottie); half sister, Annette Litzelman; half brother, Larry "Bubba" McGinley; numerous nieces and nephews; and furry baby, Munchkin.

Carl's graveside service will be 1:00 pm, Friday, December 1, 2023 at Meadowbrook Memorial Gardens with the Hon. Jesse Byrum and Rev. John Byrum officiating. Visitation with Moose Rites will be 5-7:00 pm, Thursday, November 30, 2023 at Parr Funeral Home & Crematory. In lieu of flowers, please donate to Mooseheart Child City & School Inc.
